Many people in the criminal justice system use the term "extradition" to refer generically to three different processes: interstate, county-to-county, and international transfers of prisoners. Steve Chalender, a law enforcement specialist with the Texas Association of Counties, has used his years of experience in the prison system to write a handbook that explains the different requirements for all three types of transfers. The book contains forms-including an all-important form that allows prisoners to waive the extradition process and avoid expense and trouble for the county-and step-by-step charts detailing the role of the trial court, sheriff, and prosecutor in an extradition. The book also covers the procedures involved in similar proceedings under the Interstate Agreement on Detainers.
