Proposed changes to ALR

The July 4, 2008 issue of the Texas Register included revised rules for ALR.  One proposal would grant drivers new subpoena power over both the officer initiating a traffic stop and the affiant of the DIC-23.  If implemented, drivers may be able to more easily abuse the administrative process and conduct greater extra-judicial discovery without the involvement or knowledge of the prosecutor assigned to the criminal case.
